After 2 years of negotiation, a Second Covenant of New Avalon is drafted. Noteworthy changes include a life term for the Prime Minister as opposed to one year without re-election, positions in the Chamber of Deputies being given only to representatives of the First Families, and no popular vote, with the Prime Minister instead elected by the Chamber of Deputies from one among their number.
